At first I was surprised that Tommy Girl would let Little Boy Blue (KateBot) work outside the compound. But, he is doing so piss-poor at the box office and he's alienated (HA! that was funny) most of Hollywood and no one wants to work with him, so the CO$ blackmail money has to come from somewhere. I guess that's why he let her out on a short leash to hopefully rake in some dough because he's shyte at the box office and the public doesn't give a flying fig about him anymore.
