Kanye West responded to Stephen Colbert's "Operation Humble Kanye" with the question above.
Asking the question "Who is Stephen Colbert?" is like asking "Who is Spaghetti Cat?" Everyone knows who Stephen Colbert is. Kanye is just scared. Scared that he will be dropped down by El Colbert!

For what its worth, never heard of kayne west except for this blog--and that's not going to change any time soon. Colbert is well known to me. Really liked his work in Strangers With Candy.
I just listened to the samples on iTunes. I think you can buy it now. It's pretty funny, especially the one called "Little Dealer Boy". He says something about somebody smokin' his tree!
