wait a week, google for a U.S. Justice Dept. letterhead template, print a letter on highquality paper saying that he is being investigated for cyber hacking. in a short list, including what you think he did to your friend (just make up some other vague shit in the list), explain why he's being investigated, then claim according to statute blah blah blah the U.S. Justice Dept is required to notify him of the investigation and that all of his movements in cyberspace are being monitored. make sure you include an accurate return address and sign an authentic justice dept name, I'm sure you can google that too. Then send it registered mail, signature required.
